Problem Statement
In recent years, Ukraine has faced a number of factors that have significantly affected the balance of supply and demand in the labor market. Among them are demographic decline, emigration of the working-age population to EU countries, and the mobilization of part of the male population due to the war.
These factors have led to a shortage of workers in key sectors of the economy — construction, industry, agriculture, logistics, and services.
One of the ways to stabilize the situation is to attract foreign labor, particularly from Asian countries.
Potential of the Asian Workforce
Countries of South and Central Asia possess significant labor resources. A considerable part of the population actively seeks employment abroad due to high unemployment rates and limited economic opportunities at home.
For Ukraine, this creates the potential to attract motivated workers willing to take jobs in sectors experiencing the greatest labor shortages.
Asian workers have already demonstrated their effectiveness in various fields:
• Construction — work crews, assembly, finishing, and repair works.
• Agriculture — seasonal labor, greenhouse farming, harvesting.
• Industry — production line operators, packers, welders.
• Services — cleaning, logistics, transportation.
Advantages of Hiring Workers from Asia
- Rapid filling of labor shortages in high-demand industries.

3. Simplified procedures for employing foreigners, introduced by the state.
4. Risk diversification — reducing dependence on the unstable domestic labor market.At the same time, there are challenges that must be addressed:

• Ensuring proper working and living conditions.
• Guaranteeing compliance with labor rights.
Statistics
According to the Ptoukha Institute for Demography and Social Studies of the National Academy of Sciences of Ukraine, more than 2 million Ukrainians currently work abroad.
In Lviv region alone, during the first half of 2023, 83 companies obtained or extended permits to employ 98 foreign workers from 47 countries, including India and Uzbekistan.
At the same time, the total number of foreigners officially granted work permits in Ukraine is decreasing:
• 2023 — 4,530 persons
• 2024 — 6,127 persons
• first quarter of 2025 — only 1,728 persons.
This indicates that despite real demand, the system of employing foreigners still faces bureaucratic and legal barriers.
Conclusion
Ukraine is entering a phase where attracting foreign labor is becoming not an exception but a necessity for maintaining economic stability.
Workers from Asian countries can become an important resource for the development of industries currently experiencing an acute shortage of personnel.
At the same time, both the state and businesses must ensure legal employment mechanisms, cultural adaptation, and compliance with labor standards so that this process remains mutually beneficial and humane.
