Since the beginning of the war, many of our compatriots have become refugees in other countries in search of security or a new Destiny. We already know a lot about the conditions of temporary asylum or migration in EU countries. However, there is another neighboring state about which there is not much information – Turkey. There is no direct air or sea transportation now, however, customers are increasingly interested in this country. General information on the web is sometimes contradictory, so thanks to my Turkish colleagues, I managed to collect a complete picture of this issue, which I will be happy to share with you.
Currently, Turkey does not have separate programs for refugees from Ukraine who want to get shelter, such programs are available only for Syrian citizens.
According to the rules of the visa-free regime between Ukraine and Turkey, Ukrainian citizens can stay in Turkey for 90 days in half a year. After this period expires, you must legalize your stay.
The following options for obtaining a short-term residence permit are available for Ukrainian citizens:
- Humanitarian residence permit.
In the event of an emergency, a foreigner cannot leave Turkey and return to his country due, among other things, to military operations. But it is important that the applicant cannot apply for a different type of residence permit. Issued for a maximum of 1 year.
- Foreigners studying Turkish.
The duration of a residence permit may not exceed the period of study. A residence permit can be issued at most twice, but the educational institution must have a permit from the Ministry of National Education to teach Turkish. Issued for a maximum of 2 years.
- Foreigners who own real estate in Turkey.
Foreigners who own real estate have the right to apply for a short-term residence permit in Turkey. Real estate must be home and used for this purpose.
- Foreigners who do not work in Turkey, but will invest in the amount and amount determined by the Council of Ministers.
- Foreigners who want to stay for tourist purposes.
If a tourist wants to stay in Turkey for more than the prescribed period (90 days), then he applies to the Ministry of culture and tourism to increase the period of stay in the country. Therefore, the more cultural monuments you want to see, the longer the permit will be.
- Foreigners who will establish business or commercial connections.
You must receive a letter confirming this from residents of Turkey (individuals or legal entities).
- Foreigners who will participate in on-the-job training programs.
A residence permit issued for this purpose will be issued for the duration of training based on documents indicating the content, duration, and place of study provided by state institutions and organizations.
- Foreigners who will come to participate in educational or similar programs within the framework of student exchange programs or agreements to which Turkey is a party.
Foreigners who require a residence permit for this purpose of stay must obtain documents from the relevant institutions.
- Foreigners who intend to receive medical care, provided that they do not have a disease that threatens public health (HIV-AIDS).
Foreigners arriving for treatment must be admitted to public or private hospitals. A valid health insurance condition is not required for foreigners who confirm that treatment costs have been paid. A residence permit will be issued depending on the duration of treatment.
- Foreigners who switch to a family residence permit. If you are married to a Turkish citizen.
- Conducting scientific research.
Foreigners applying for a residence permit for this purpose must obtain a license from the relevant institutions and organizations (Ministry of Culture and Tourism, Ministry of energy, universities, etc.).
- Foreigners who are required to remain in Turkey by a request or decision of the judicial or administrative authorities.
- Foreigners who will attend an educational program, research, internship, or courses through a government agency.
For this purpose, the validity period of a residence permit cannot exceed one year.
- Foreigners apply within six months of completing a higher education program in Turkey. If foreigners use it within six months of graduation for this purpose, a residence permit is issued only once for up to one year.
- Obtaining a work permit.
A work permit is not a short-term residence permit, but having such a permit eliminates the need to obtain a residence permit.
It is important to know that short-term residence permits do not grant the right to work, the right to work is granted in a separate document.
All short-term residence permits are issued for a maximum of 2 years.
Long-term residence permit
It is granted to a foreigner who has lived in Turkey for more than 8 years and has received permission from the relevant ministry. Obtaining a long-term permit does not automatically mean obtaining Turkish citizenship.

- Citizenship by birth, if the person was born in Turkey.
- Citizenship by marriage to a Turkish citizen.
After marriage, Turkish citizenship is not automatically acquired.
Necessary:
a. Stay married for at least 3 years.
b. Real life in a family union. If the regulatory authorities establish the opposite, then citizenship is not acquired.
c. Lack of activity incompatible with the marriage union.
d. Lack of situations of creating national security and public order.

- Investing:
a. Purchase of real estate for $400k (since June 13, 2022, the amount has increased from $250k to $400k).
b. Creation of fixed investment capital for $500k or more.
c. Hiring at least 50 Turkish citizens.
d. A deposit in the equivalent of 500k or more in the Bank of Turkey, such a deposit cannot be used for 3 years.
e. Purchase of public debt starting from $500k.
f. Purchase of a share in an investment or venture fund of real estate in the amount of від 500 thousand or more.
After 5 years:
- Registering a company in Turkey and obtaining a work permit.
- Obtaining citizenship by purchasing real estate in Turkey from $75k.
